New Model Improves Accuracy of Estimating Tiger Numbers: Scientists


Scientists from Indian Statistical Institute, Bengaluru (ISIBC), and Centre for Wildlife Studies (CWS), are calling for a more precise count of tiger population
numbers to guide conservation.

In an article published in the journal Calcutta Statistical Association Bulletin, Dr. Soumen Dey, Prof. Mohan Delampady, Dr. K. Ullas Karanth, and Dr. Arjun M. Gopalaswamy present a new statistical model that increases the accuracy of counting individual tigers in the wild.

Camera traps, devices that automatically trigger upon presence of wildlife along forest trails, are extensively used in the censuses of tigers and other wildlife. Yet, camera traps do not work perfectly. When a pair of camera traps photograph both flanks of a tiger, that individual is considered to be fully identified. However, when only one flank of the tiger is captured due to camera malfunction, it is identified “partially”. This may lead to biases in population counts.

The problem is similar to finding the correct surname of a person in a telephone directory, when the only information available to you is their first name. The new model takes such “missing” data points into account.

Prof. Mohan Delampady, a Senior Professor at ISIBC, says: “Two interesting questions in statistical theory that we faced in this analysis were: How to probabilistically match the left and right flanks of a partially identified tiger, and how to distinguish between a tiger arriving at a camera trap from a tiger arriving, but failing, to get photographed. Such practical, field problems provide motivating ideas in statistical theory.”

The study uses camera trap images obtained by Dr. K. Ullas Karanth, Director at CWS, during his research in Nagarhole National Park in Karnataka, India, from November 2015 to January 2016. He says: “I am pleased that data from my 30-year intensive field study of tigers—conducted in collaboration with Wildlife Conservation Society (WCS), New York—is now helping cutting-edge statistical developments of this kind. I will continue to provide support to such innovation in the years to come.”

“For the dataset we considered, our method improves the precision in tiger density over a previously developed method by 16% and also estimates detector efficiency,” says Dr. Soumen Dey, a researcher at ISIBC. “Our model also potentially finds use in wildlife surveys operating on fixed budgets to optimize the allocation of the number of trap stations and the types of detectors.”

The authors conclude that this study will help ecologists and conservationists address the global challenge of counting and understanding rare and elusive animals.
“Our statistical development not only improves the accuracy of wildlife abundance estimation, but can be used to answer exciting ecological questions, says Dr. Arjun Gopalaswamy, a Visiting Scientist at ISIBC. “For example, we can get answers about why certain locations in forests become more attractive to tigers compared to others. I see a wide application of this statistical model for studies of many iconic species such as tigers, snow leopards, lions and even elephants.”

The study titled “A Spatially Explicit Capture–Recapture Model for Partially Identified Individuals When Trap Detection Rate Is Less than One” authored by Dr. Soumen Dey, Prof. Mohan Delampady, Dr. K. Ullas Karanth, and Dr. Arjun M. Gopalaswamy appeared in the journal Calcutta Statistical Association Bulletin.

Karnataka Government Approves Sale of 3,667 Acres of Land Near Bellari to JSW Steel


The State Cabinet on Monday approved sale of 3,667 acres of land in Ballari to the Sajjan Jindal-promoted JSW Steel, India’s second largest private sector steel producer.

This land was allotted to the JSW Steel in 2006 and 2007 - in two separate government orders - on lease for a period of ten years in Toranagallu and Karekuppa villages of Ballari district. After that, the lease was to be converted into the sale as per the original agreement.

“This land has been fully developed with all the infrastructure providing employment to tens and thousands of people. As per law, we are converting this lease into a sale,” Rural Development and Panchayat Raj (RDPR) Minister Krishna Byre Gowda said briefing reporters.

The company has already paid the government about Rs 18 crore. “The finance department has said the (sale) amount should not be less than the guidance value prevailing at the time of allotment. So, the company will be asked to pay the difference amount, if any,” Gowda said.

The JSW facility boasts of a steel production capacity of 12 million tonnes per annum (MTPA).

Gowda rejected BJP leader Jagadish Shettar’s allegation that this was a “murky” land deal. “All this happened when the BJP was in power,” Gowda said. “We have the advocate general’s opinion which is clear that the lease has to be converted into a sale.”

Apparently, this proposal witnessed much debate in the Cabinet with members seeking more clarity. “The lease-cum-sale deed is done while allotting land to industries to prevent misuse. An outright sale may result in the land being used for non-industrial purposes. So, the land is given at a reasonable rate and we impose conditions,” Gowda explained.

Senior Congress leader and former H K Patil, however, shot off a letter to Chief Minister H D Kumaraswamy opposing the move. “The Jindal company, which faces allegations of illegal mining, owes Rs 1,200 crore to the Mysore Minerals Limited. Also, the 2014-19 industrial policy allows leasing out industrial land for 99 years to prevent sale,” Patil said.

Bangalore and Gurugram Among Top 5 Preferred Hubs for Tech Companies in APAC Region


Bangalore and Gurugram are among the top five preferred destinations in Asia Pacific to set up offices by technology companies because of better business conditions as well as the availability of engineers and real estate for growth, according to a report.

The report by property consultant CBRE said technology companies continue to fuel office demand in the APAC region, despite the absence of any principal city or cluster of the same status as Silicon Valley. Technology sector accounted for 23% of total leasing activity in 2018.

The study has ranked 15 cities of Asia Pacific in three categories based on their performance with regard to business conditions, innovation environment, and cost and availability.

Business conditions and innovation environment were each given a weightage of 40% while cost, a relatively less important consideration for tech firms, was given 20% weightage.

"Leading cities are Beijing, Bangalore, Shanghai, Singapore and Gurugram. These cities score highly in terms of business conditions and innovation environment, as well as providing costs and availability that are supportive for business growth," the report said.

These cities are preferred destinations for a wide range of traditional and new tech companies seeking to establish a base of operations in Asia Pacific.

Hyderabad figures in the list of five competent cities along with Hangzhou, Shenzhen, Tokyo and Seoul. These cities already host tech industry sub-sectors and demonstrate solid performance across most categories.

Five 'supplement cities' are Hong Kong, Hsinchu, Sydney, Taipei and Auckland. These cities rate favourably on certain important aspects, but their most appropriate role is to serve as host for specific functions to complement larger hubs elsewhere in the region.

"India is home to an increasing number of tech unicorns and Asia Pacific is increasingly defined as the region leading in the rapid adoption of disruptive technology.

"However, there is still room for growth in terms of identifying locations where business conditions, innovation and talent come together to form a globally competitive digital hub," said Anshuman Magazine, Chairman and CEO, of CBRE India.

The observations were made in CBRE's latest report titled 'Programming Asia Pacific’s Tech Cities as Global Tech Hubs'.

SAP Concur Appoints Mankiran Chowhan As MD For India
