Web address get oked for Hebrew, Hindi, others scripts

The nonprofit body that oversees Internet addresses approved on Friday the use of Hebrew, Hindi, Korean and other scripts not based on the Latin alphabet in a decision that could make the Web dramatically more inclusive.

The board of the Internet Corporation for Assigned Names and Numbers (ICANN) voted to allow such scripts in so-called domain names at the conclusion of a weeklong meeting in Seoul, South Korea's capital. The decision follows years of debate and testing.

The decision clears the way for governments or their designees to submit requests for specific names, likely beginning Nov 16. Internet users could start seeing them in use early next year, particularly in Arabic, Chinese and other scripts in which demand has been among the highest, ICANN officials said.

``This represents one small step for ICANN, but one big step for half of mankind who use non-Latin scripts, such as those in Korea, China and the Arabic speaking world as well as across Asia, Africa, and the rest of the world,'' Rod Beckstrom, ICANN's CEO, said ahead of the vote.

Domain names _ the Internet addresses that end in ``.com'' and other suffixes _ are the key monikers behind every Web site, e-mail address and Twitter post.

Since their creation in the 1980s, domain names have been limited to the 26 characters in the Latin alphabet used in English _ A-Z _ as well as 10 numerals and the hyphen. Technical tricks have been used to allow portions of the Internet address to use other scripts, but until now, the suffix had to use those 37 characters.

That has meant Internet users with little or no knowledge of English might still have to type in Latin characters to access Web pages in Chinese or Arabic. Although search engines can sometimes help users reach those sites, companies still need to include Latin characters on billboards and other advertisements.

Opera conducted a study of vital factors that influence the mobile Web globally and publishes it as the State of the Mobile Web, monthly. The report provides information about the most regularly visited sites. Moreover it also includes key data metrics from Opera Mini and a picture of a particular development selected by the analysis team for that month.

The company had introduced the Opera Mini and Opera Mobile which are premium software for mobile Web browsing on both feature phones and smartphones. Opera Mini offers faster Web services on the handset. Moreover even the page is viewed just as it appears on the desktop browser. The Opera Zoom feature articulates the contents so as to enhance the readability and interaction. Additionally, it also incorporates Opera Link that facilitates users to synchronize their bookmarks for free. It also offers a Speed Dial option and personal bar between all the Web browsers.

The report reveals that 25.4 million Opera Mini users have browsed over 9.6 billion pages, as per the records in the month of May, 2009. Further it claims that since April, 2009, page-views have risen by 11.0% and increased by a remarkable 227% from May, 2008. It also illustrates that users generated almost 160 million MB of data for global operators in May, 2009.

The content analysis is based on an assessment of the top 100 sites ranked based on page views in every country. The designation of sites to particular kind was devised by local content professionals by following Opera’s guidelines to exemplify each site.

Additionally, demographic data was also gathered from voluntary user surveys. The data was then provided to a random subset of Opera Mini users through their handsets, in English, Russian, Chinese, German and Polish. Survey responses were accumulated between February to June, 2008.

About 1 lakh Indians will return from US in next 3-5 years

As many as 100,000 Indians and an equal number of Chinese will return to their native countries in the next three to five years, a move that will greatly boost their economies and undermine technological innovation in America, a new US study warns.

The study on immigration by a team at Duke, Harvard and Berkeley universities led by Vivek Wadhwa, an Indian-American technology entrepreneur turned academic, says "America's loss is the world's gain".

There are no hard numbers available on how many have returned, but anecdotal evidence shows that this is in the tens of thousands, says Wadhwa, executive-in-residence for the Pratt School of Engineering at Duke University and fellow at the Labour and Worklife Programme at Harvard Law School.

"With the economic downturn, my guess is that we'll have over 100,000 Indians and as many Chinese return home over the next three-five years," says Wadhwa. "This flood of western educated and skilled talent will greatly boost the economies of India and China and strengthen their competitiveness.

"India is already becoming a global hub for R&D. This will allow it to branch into many new areas and will accelerate the trend," he says.

"The US has always had the luxury of being arrogant about immigration because it has been the strongest magnet for the world's best and brightest," but as the study shows "there are other strong magnets now".

"We are effectively exporting our economic stimulus. Policies like those which the US just enacted which prevents some banks from hiring foreign workers will have the opposite effect from what they intended - they will send jobs abroad and scare away top talent," Wadhwa said.

The study released on Monday Ewing Marion Kauffman Foundation, based in Kansas City, Montana, indicates placing limits on foreign workers in the US is not the answer to America's rising unemployment rate and may undermine efforts to spur technological innovation.

"A substantial number of highly skilled immigrants have started returning to their home countries in recent years, draining a key source of brain power and innovation," said Robert E. Litan, vice president of Research and Policy at the Kauffman Foundation.

"We wanted to know what is encouraging this much-needed economic growth engine to leave our country, thereby sending entrepreneurship and economic stimulus to places like Bangalore and Beijing."

The report builds on an earlier Kauffman Foundation report by Wadhwa documenting a queue of one million H-1B holders and their families anxiously awaiting longer-term work visas and growing frustrated with the immigration process.

Until recently, America has been the prime destination for the world's best and brightest immigrants. "Immigrants have made tremendous personal sacrifices," said Wadhwa. "They would leave behind relatives and friends and accept second-tier status in American society.

"Now countries like India and China are providing equal career opportunities and a better quality of life. So the most highly educated and skilled are often returning home."

The two-year study covered 1,203 Indian and Chinese subjects who had studied or worked in the US for a year or more before returning home.

White House network hacked

Chinese hackers have penetrated the White House computer network on multiple occasions, and obtained e-mails between government officials, the Financial Times reported on Thursday, quoting a senior US official.

The cyber attackers managed to penetrate the White House system for brief periods that allowed them to steal information before US government experts each time patched the system, the newspaper reported the official as saying.

The official told the newspaper that US was getting very targeted Chinese attacks so its stretches credulity that these are not directed by government-related organizations.

The US has increased efforts to tackle cyber security in the past year, especially since Chinese hackers penetrated the Pentagon last year, Financial Times said.

In that attack the hackers had obtained e-mails from the system serving Robert Gates, the defence secretary.

While the US has raised concerns about cyber attacks, many foreign governments believe the US is also engaged in electronic spying, the newspaper said. Bob Woodward, the Washington Post reporter had revealed that the US had been spying on the Iraqi government.
