IBM, the world's largest technology services company, plans to open a new computer support center in Iowa, creating up to 1,300 new jobs and defying a trend of widespread corporate layoffs.
The Dubuque facility in a 10-story office building once occupied by now-defunct retailer Roshek's Department Store, will create jobs for high-tech workers at a time when many technology companies are cutting staff.
Workers will provide security services and remote support to IBM customers, helping to maintain computers and software systems primarily located in the United States, IBM said.
International Business Machines Corp said it plans to employ several hundred people in the facility by the end of this year, following renovations to the top eight floors of the building that it will occupy to make it more energy efficient.
By the end of next year, as many as 1,300 IBM employees will work in the building built in the 1930s, IBM said.
On Tuesday, IBM announced plans to work with Michigan State University to build a software development center in East Lansing, Michigan, that will create up to 1,500 jobs over the next five years.

Is Alcatel-Lucent all set to hire 1000 in India?
Even after announcing 1,000 job cuts globally, Alcatel-Lucent is bullish on the Indian telecom market and plans to hire about 1,000 people by next year.
"The job cut was announced at a global level and we have not been told of any job losses in India (operations). We have about 70,000 employees globally and 1,000 jobs being cut are less than the attrition that one sees.
However, I would like to hire another 500-1,000 people in the next one year for India operations," Alcatel-Lucent India President Vivek Mohan told the media.
The company had recently announced its plans to reduce the number of managers by about 1,000 and the number of contractors by another 5,000 as a part of its restructuring initiatives.
The company is in discussion with other firms for deployment of low-cost WiMax devices in the country.

Alcatel-Lucent to cut 1,000 jobs; To reduce 5,000 contractors
Telecom major Alcatel-Lucent will cut 1,000 managerial posts and remove 5,000 contractors as part of its costs-saving initiatives.
"The company expects to reduce the number of managers by approximately 1,000 and the number of contractors by approximately 5,000," it said in a statement today.
"It will also complete its existing restructuring initiatives as well as seek savings in real estate, support functions and discretionary spending".
The firm would initiate a set of strong actions designed to reduce its break-even point by one billion euro per year in both 2009 and 2010, according to the statement.
Further, Alcatel-Lucent would be consolidating its global R&D centres. "Other actions will be taken to have a more agile R&D, such as further simplifying the Carrier Product Group from 6 to 4 divisions," the statement added.
As part of its strategic transformation, the telecom major would be focusing on service providers and enterprises markets, among others.
"We want to stimulate a sustainable business model for the industry that will fuel innovation and the capital investment required to expand the overall web experience to more people and businesses," Alcatel-Lucent CEO Ben Verwaayen said.
For the full year 2009, the firm anticipates the market for telecommunications equipment and related deployment services to be down between 8 to 12 per cent at constant exchange rate.

Yahoo to sack 1,500 workforce in high-cost markets; while hire in India
Yahoo Inc will tell 1,500 employees on Wednesday they are losing their jobs, after announcing in October that layoffs would occur by year's end, a person familiar with the situation said on Tuesday.
The expected date of the announcement and some details were reported this week by All Things Digital, a blog covering Silicon Valley. The layoffs will hit hardest in the labor-intensive areas of human resources and finance.
The blog had speculated the layoffs would affect more than 1,500 people, or about 10 percent of Yahoo's workforce, and the source said the number has not changed.
Chief Financial Officer Blake Jorgensen said in October Yahoo would be prepared to cut jobs and other expenses further in 2009 if the economy continued to deteriorate.
Yahoo will cut its workforce in high-cost markets and hire aggressively in lower-cost locales such as Eastern Europe, India and Southeast Asia, the company has said.
The highest-profile personnel change has not yet occurred. Chief Executive Jerry Yang said in November he would leave the company, after facing strong criticism for his leadership. That change will take effect when a replacement is named.

No global impact; ACS to hire 1,000 in India
Amid gloomy scenario in the global job markets, hiring in India is continuing at a strong pace with world's largest business process ou tsourcing firm Affiliated Computer Services planning to recruit 1,000 people in the next 6-8 months in the country.
"We are looking to increase our headcount by 1,000 employees in India in the next 6-8 months, out of which about 500 would be employed in our new facility at Noida, which is in the process of being set up," ACS India Country Head and Vice President Aman Mustafa said.
The company is in the process of setting up a new facility in Noida, while it already has offices in Bangalore, Kochi and Chennai and the total employee strength of the company is around 5,000 in the country. Bangalore operation has a capacity of about 2,800 people and around 1,800 people are stationed in Kochi.
"Despite the global economic crisis our business has not been affected and our existing and new clients have been approaching us for services to reduce their costs," Mustafa said.
Mustafa further said that ACS Inc's balance sheet is stable with strong cash flows amid the economic downturn, even as its shares have taken a beating at the New York Stock Exchange. The global firm has a market capitalisation of over 3.86 billion dollar.
Recently, a host of firms, including Metlife India, Deloitte Touche Tohmatsu, State Bank of India, Larsen and Toubro are planning to recruit over 70,000 people in the country.
