A big Scam in the Making Unearthed: CSIR had Perfect Plan to Cordon Off Millions to BR Shetty


In what seems to be a massive attempt by the Indian government to cover up the misdeeds of the much maligned UAE business tycoon, founder of NMC health and many of its sister concerns, BR Shetty, and to bail him out of his financial woes, a big scam has been unearthed recently.

The Council of Scientific and Industrial Research (CSIR), in collaboration with one of its constituent laboratories, Indian Institute of Chemical Technology (IICT), Hyderabad had announced end April that they will now be setting up indigenous plants in India with an integrated pharmaceutical company LAXAI Life Sciences to jointly develop and manufacture APIs and its key intermediates. This announcement was made shortly after the government announced a Rs 14,000 crore package to incentivise production of APIs in the country and reduce import dependence of this key pharma input from China.

A person close to the matter revealed, “LAXAI Life Sciences was to be one of the first few to commercialise these products manufacturing APIs and intermediates at USFDA/GMP approved plants held by LAXAI through its subsidiary, Therapiva. Vamsidhar Maadi Patla, CMD, LAXAI Life Sciences and Nikhil Baheti, CFO, Therapiva were propped to provide just the ideal leadership with extensive experience and expertise in pharma to spearhead this breakthrough R&D, but it turned out that this was just a big show put up to mislead unsuspecting public into thinking what a grand deal this would prove to be. The real plan was to help BR Shetty regain a foothold in his crumbling empire.”

A closer inspection of their websites revealed only projections and capabilities with absolutely zero reference to any research and manufacturing that may have happened at their end. When these firms were contacted, however, no one came out in the open to comment.

An inside source, on conditions of anonymity said, “Since this was to be a collaboration with CSIR, these firms were projected to be much better than the others in pharma research and development. A lot of noise was made about the formidable credentials of these firms so that no one would question either their background or the basis of this deal. No one would ever suspect that the antecedents of these firms could be traced back to BR Shetty.”

Seemingly no due diligence was followed by CSIR in going ahead with this collaboration. When, Information and Credit Rating Agency of India Limited (ICRA India), an independent and professional investment information and credit rating agency, assessed Therapiva’s documents, it was ascertained that it was a firm immersed in debts with very poor net worth.

On further investigation, it emerged that both the companies were owned by a certain Omnicare Drugs India Private Limited, Hyderabad which had 61% stake in the companies. The parent company of all these establishments was traced to be Neopharma Holding Pvt. Ltd. based out of the UAE, one among the many business ventures of BR Shetty.

The source added, “Shetty has been closely associated with the RSS ever since the Jan Sangh days and has openly pledged his support to the PM Narendra Modi claiming that he will be investing billions of dollars in healthcare infrastructure in Varanasi as well as healthcare, education, agro products, tourism and film city projects in J&K proclaiming this to the PM in the many public events organised by BJP, that he participated in. With the PM having such an ardent follower in Shetty, it seems he is now lending as much covert support as he can to Shetty so he can go back to being the czar of his kingdom.”

Shetty flew to India in February to care for his ailing elder brother, who has since passed away. While Shetty claims that he has ‘launched his own legal and forensic investigations and will share the results with appropriate authorities’, he is grappling to pay off a debt of $6.6 billion, far higher than the $2.1 billion it had initially revealed. Creditors have moved against the top management, with Abu Dhabi Commercial Bank (ADCB) as well as the bank of Baroda, India filing criminal cases against him and NMC having been placed under administration given that the real debt is approximately 3.5x the reported amount.

Since, the announcement by CSIR came just 10 days after ABCD filed a criminal complaint against Shetty and just about 3 weeks after London banks froze all his bank accounts, there seems to be an unmistakable nexus between the government and Shetty to not just keep him afloat but also to help him tide over his financial woes with the taxpayers money. There seems to be definitely much more going on behind the curtains, than what is meeting the eye!

Discovery Channel and Discovery Plus To Capture Live Splashdown Return of SpaceX Crew Dragon on Aug 2

Discovery and Science Channel announced today it will capture the incredible live splashdown return of the NASA launch of SpaceX’s Crew Dragon spacecraft after docking the past two months at the International Space Station (ISS). SPACE LAUNCH LIVE: SPLASHDOWN a multiplatform event, will air live on Sunday, August 2 at 22:30 hrs. on Discovery. Viewers can stream the HD version of the LIVE feed starting 23:00 hrs. on Discovery Plus.

This past May, Discovery and Science Channel worked with The Washington Post to document the first crewed mission from the United States since the end of the shuttle program in 2011. This successful NASA launch from Kennedy Space Center was a partnership between NASA and SpaceX, marking the first U.S. crewed mission to orbit on a privately built spacecraft. Astronauts Bob Behnken and Doug Hurley traveled to the ISS in the SpaceX Crew Dragon spacecraft, propelled by the SpaceX Falcon 9 rocket.

Davenport joined The Post in 2000 and was on a team that won a Peabody Award in 2010 for its work on veterans with traumatic brain injuries and has been on reporting teams that were finalists for the Pulitzer Prize three times. He is the author of two books, “The Space Barons: Jeff Bezos, Elon Musk and the Quest to Colonize the Cosmos” (2018) and “As You Were: To War and Back with the Black Hawk Battalion of the Virginia National Guard” (2009). He has also served as a Public Policy Scholar at the Woodrow Wilson International Center for Scholars and a fellow at the Alicia Patterson Foundation.

The spacecraft is scheduled to splashdown in the Atlantic Ocean and would successfully conclude NASA and SpaceX’s Demo-2 mission. Temperatures on the return can spike up to 3,500 degrees Fahrenheit on the exterior of the spacecraft due to the friction caused during re-entry. Regarding the spaceship’s return, SpaceX Founder and Chief Engineer Elon Musk noted, “I think there’s an argument that the return is more dangerous in some ways than the ascent.”

Discovery and Discovery Plus’ live coverage will have unprecedented coverage of the spacecraft’s return as well as expert commentary from current and former astronauts, including Mike Massimino and Garrett Reisman, top engineers and other special guests, including adventurer and avid explorer Josh Gates.

Meitra Hospital Sets a New Benchmark for India in Stroke Treatment



Kozhikode based tertiary care Meitra Hospital crosses yet another milestone when its team of highly skilled Neurointerventionists performed a successful brain procedure using Endovascular Revascularization techniques. The three-hour long procedure also known as Endovascular Intracranial Angioplasty and Stenting for Chronic Total Occlusion (CTO) was conducted under the skilful guidance of Dr Rafeeque. It entailed the reopening of the cranial blood vessels of the Omani sexagenarian, Shamsa Mohammad Hilal Al Balushi who is a native of Al Batinah. These were completely blocked following an episode of Stroke a month ago which had her right side fully paralyzed, as well as had resulted in total loss of comprehension and speech. The patient also suffered from Idiopathic Thrombocytopenic Purpura (ITP), a condition where the platelet count becomes drastically low and this could have caused serious complications in the already challenging procedure.

“The patient was brought to us in a very critical condition. Chances of success were very dismal, yet our team at our Centre for Neurosciences took on the challenge. This is the 1st successful Neurointervention of its kind in India. It will open more doors to further research and studies. It is an exciting development indeed not only for the Indian medical landscape, but globally as well,” said Dr P. Mohanakrishnan, CEO of Meitra Hospital.

“Since the brain cells start to deteriorate within minutes of a Stroke, getting emergency help is decisive. It is imperative that the patient be brought for treatment as early as possible. There is still a lack of awareness around the condition and new developments in treatment. For instance, in Kerala, only less than 10% of the population is aware of the latest developments. I do not suppose the national figures would be greatly different. Today there is excellent treatment for stroke via endovascular route / thrombolysis. The blood flow in blocked arteries can be restored and brain tissue saved from permanent damage, provided the patient can reach a comprehensive stroke centre at the earliest. There is an urgent need to bring to people’s attention on how these latest advancements can aid in changing their quality of life as well as educate them about the benefits of timely action,” he further added.

Following the intervention, the sixty-four-year-old Shamsa Mohammad showed noticeable changes after the first week of the intervention. Within a span of 2 weeks, she was able to normally comprehend, respond to commands and started to walk with help. Now after a few months, she can speak meaningful words and is back to an independent life from a totally bed ridden state. Today she lives a much fuller life with her family.

PNB Launches Nationwide Campaign to Fight COVID-19 Pandemic Across 662 Districts


India’s second-largest Public Sector Bank, Punjab National Bank (PNB) has launched a nationwide initiative to combat the spread of COVID-19, complementing the Government of India’s extensive efforts to contain challenges and risks posed by the growing pandemic.

Honourable Union Minister for Health and Family Welfare, Science and Technology, and Earth Sciences, Dr. Harsh Vardhan inaugurated the campaign at Nirman Bhawan, New Delhi. The initiative is launched as PNB’s Corporate Social Responsibility (CSR) campaign and it will entail providing COVID-19 related prevention materials like masks, sanitizers, etc. across India in 662 districts.

The Honourable Union Minister, Dr. Harsh Vardhan said, “This is a great initiative, taken by Punjab National Bank, to distribute the COVID-19 precautionary kits nation-wide. PNB has a distinguished history of undertaking such an act of kindness. This initiative of PNB will inspire public and private institutions to come forward and help the citizens of our country, not only to fight the pandemic but also to come out healthy and strong.

On behalf of the Ministry of Health, I would like to thank PNB and its officials for supporting and fighting this pandemic together.”

Commenting on PNB’s biggest CSR effort so far, Shri CH SS Malikarjuna Rao, Managing Director and Chief Executive Officer, said, “The Honourable Minister, Dr. Harsh Vardhan is in forefront of the fight against COVID-19 and we are certain that the country will soon come out of this pandemic under his capable leadership. Move Over, Siri! University of Southern California Researchers Develop Improv-Based Chatbot


What would conversations with Alexa be like if she was a regular at The Second City?

Jonathan May, research lead at the USC Information Sciences Institute (ISI) and research assistant professor of computer science at USC's Viterbi School of Engineering, is exploring this question with Justin Cho, an ISI programmer analyst and prospective USC Viterbi Ph.D. student, through their Selected Pairs Of Learnable ImprovisatioN (SPOLIN) project. Their research incorporates improv dialogues into chatbots to produce more engaging interactions.

The SPOLIN research collection is made up of over 68,000 English dialogue pairs, or conversational dialogues of a prompt and subsequent response. These pairs model yes-and dialogues, a foundational principle in improvisation that encourages more grounded and relatable conversations. After gathering the data, Cho and May built SpolinBot, an improv agent programmed with the first yes-and research collection large enough to train a chatbot.

The project research paper, "Grounding Conversations with Improvised Dialogues," was presented on July 6 at the Association of Computational Linguistics conference, held July 5-10.

Finding Common Ground

May was looking for new research ideas in his work. His love for language analysis had led him to work on Natural Language Processing (NLP) projects, and he began searching for more interesting forms of data he could work with.

"I'd done some improv in college and pined for those days," he said. "Then a friend who was in my college improv troupe suggested that it would be handy to have a 'yes-and' bot to practice with, and that gave me the inspiration--it wouldn't just be fun to make a bot that can improvise, it would be practical!"

The deeper May explored this idea, the more valid he found it to be. Yes-and is a pillar of improvisation that prompts a participant to accept the reality that another participant says ("yes") and then build on that reality by providing additional information ("and"). This technique is key in establishing a common ground in interaction. As May put it, "Yes-and is the improv community's way of saying 'grounding.'"

Yes-ands are important because they help participants build a reality together. In movie scripts, for example, maybe 10-11% of the lines can be considered yes-ands, whereas in improv, at least 25% of the lines are yes-ands. This is because, unlike movies, which have settings and characters that are already established for audiences, improvisers act without scene, props, or any objective reality.

"Because improv scenes are built from almost no established reality, dialogue taking place in improv actively tries to reach mutual assumptions and understanding," said Cho. "This makes dialogue in improv more interesting than most ordinary dialogue, which usually takes place with many assumptions already in place (from common sense, visual signals, etc.)."

But finding a source to extract improv dialogue from was a challenge. Initially, May and Cho examined typical dialogue sets such as movie scripts and subtitle collections, but those sources didn't contain enough yes-ands to mine. Moreover, it can be difficult to find recorded, let alone transcribed, improv.

The Friendly Neighborhood Improv Bot

Before visiting USC as an exchange student in Fall 2018, Cho reached out to May, inquiring about NLP research projects that he could participate in. Once Cho came to USC, he learned about the improv project that May had in mind.

"I was interested in how it touched on a niche that I wasn't familiar with, and I was especially intrigued that there was little to no prior work in this area," Cho said. "I was hooked when Jon said that our project will be answering a question that hasn't even been asked yet: the question of how modeling grounding in improv through the yes-and act can contribute to improving dialogue systems."

Cho investigated multiple approaches to gathering improv data. He finally came across Spontaneanation, an improv podcast hosted by prolific actor and comedian Paul F. Tompkins that ran from 2015 to 2019.

With its open-topic episodes, about a good 30 minutes of continuous improvisation, high quality recordings, and substantial size, Spontaneanation was the perfect source to mine yes-ands from for the project. The duo fed their Spontaneanation data into a program, and SpolinBot was born.

"One of the cool parts of the project is that we figured out a way to just use improv," May explained. "Spontaneanation was a great resource for us, but is fairly small as data sets go; we only got about 10,000 yes-ands from it. But we used those yes-ands to build a classifier (program) that can look at new lines of dialogue and determine whether they're yes-ands."

Working with improv dialogues first helped the researchers find yes-ands from other sources as well, as most of the SPOLIN data comes from movie scripts and subtitles. "Ultimately, the SPOLIN corpus contains more than five times as many yes-ands from non-improv sources than from improv, but we only were able to get those yes-ands by starting with improv," May said.

SpolinBot has a few controls that can refine its responses, taking them from safe and boring to funny and wacky, and also generates five response options that users can choose from to continue the conversation.

The duo has a lot of plans for SpolinBot, along with extending its conversational abilities beyond yes-ands. "We want to explore other factors that make improv interesting, such as character-building, scene-building, 'if this (usually an interesting anomaly) is true, what else is also true?,' and call-backs (referring to objects/events mentioned in previous dialogue turns)," Cho said. "We have a long way to go, and that makes me more excited for what I can explore throughout my PhD and beyond."

May echoed Cho's sentiments. "Ultimately, we want to build a good conversational partner and a good creative partner," he said, noting that even in improv, yes-ands only mark the beginning of a conversation. "Today's bots, SpolinBot included, aren't great at keeping the thread of the conversation going. There should be a sense that both participants aren't just establishing a reality, but are also experiencing that reality together."

That latter point is key, because, as May explained, a good partner should be an equal, not subservient in the way that Alexa and Siri are. "I'd like my partner to be making decisions and brainstorming along with me," he said. "We should ultimately be able to reap the benefits of teamwork and cooperation that humans have long benefited from by working together. And the virtual partner has the added benefit of being much better and faster at math than me, and not actually needing to eat!"

RB Announces $25 Mn Investment in New Reckitt Hygiene Institute to Strengthen Scientific Evidence and Achieve Change


RB has announces the launch of a global initiative to generate high-quality scientific research-based evidence to inform public health recommendations and promote behaviours that improve global hygiene. The Reckitt Global Hygiene Institute (RGHI) is a public health research and innovation hub that will bridge epidemiology, public health, and behavioural insights to generate practical, high-quality scientific research that leads to enduring behaviour change. 

“The COVID-19 pandemic has pushed public health to the top of the global agenda. At RB, we see the need for a new paradigm that brings together the highest quality scientific based evidence and informed public health recommendations to generate large-scale behaviour change for a cleaner, healthier world,” said Laxman Narasimhan, CEO of RB. “Today we’re announcing our commitment to convene a group of multi-disciplinary experts who, like us, believe real change on a global scale is within reach if we translate science-based evidence and consumer behavioural insights into sustainable hygienic practices that can be adopted globally. This ambitious goal is the result of our belief that the highest quality hygiene is a right and not a privilege.”  

RB’s commitment to global hygiene research and education includes: 

A multi-year, $25 million investment in research aimed at filling the gaps in our understanding of the science-based evidence around hygiene and the behaviours and solutions necessary to sustain it. 
The formation of an Expert Panel—comprised of cross-discipline luminaries—to guide these research efforts at leading academic institutions around the world. 

The creation of a Global Hygiene Institute with physical infrastructure, a Governing Board supported by full-time staff, ongoing research, and education programming driven by expert researchers and educators. 

Through the establishment of a fellowship program with leading universities, RGHI will generate practical, informed public health research and recommendations that champion global hygiene as the foundation of health. The RGHI Governing Board will determine specific areas for research and will work with the Expert Panel to award the fellowships to promising early career academics, who will become Reckitt Fellows. In addition to the fellowships, the Institute will award grants to institutions for open, collaborative, cross-functional research. The Expert Panel will further define the parameters of these awards.

DU set to conduct its first online exam

It is not just the Common Admission Test (CAT) that will go online this year. Delhi University (DU) will become one of the first central universities in the country to conduct an online examination next month for its undergraduate science students.

A.K. Bakshi, director of the Institute of Lifelong Learning (ILL) under DU which formulated the online examination paper, said that for the first time students of the B.Sc course will be taking their environmental science paper online.

"It's just a starter. Students of the B.Sc course will take one of their qualifying papers, of environmental science, online. If a success, it should set a trend for more university exams to go the same way," said Bakshi.

A total of 2,500 students from 27 colleges will take the exam, scheduled in the first week of June. The examination will however be held in just three centres and that too in three shifts.

"For logistical and other reasons, the exam will be held in three centres - in Miranda House, Deen Dayal Upadhyaya and Venkateswara colleges. Since it's for the first time that both students and teachers will be facing this kind of an exam, CDs and pamphlets have been distributed where the entire process is being explained.

"How does one attempt a question, how do you skip a question, re-attempt a question, submit the paper but want to make some changes again - everything is being explained. There will also be a timer which will keep telling the student how much time and how many questions are left. There is also a sample online examination paper uploaded on our website," Bakshi said.

The one-hour exam will have 50 multiple choice type questions of one mark each.

"Like in competitive exams, students sitting adjacent to each other will get a different question paper. In all the three shifts the questions will be jumbled; so will the options, so that there is no chance of cheating. Teachers are quite happy with the initiative and have said that the online exam will save them a lot of time in checking the answers," Bakshi said.

The online exam is a part of DU's larger plan to go the e-learning way. ILL has been working on making the entire teaching process, and now even the assessment process, more tech-savvy for a number of subjects. This, Bakshi said, is an attempt to keep up with the changing times and be in sync with youth.

With videos, animation, simulation, online quizzes and virtual laboratory, the aim now is to make learning more fun in DU. It is expected that by the next academic session, the e-learning material for some courses like chemistry, physics, maths, life sciences and commerce will be uploaded in the ILL portal.

"There is something called blended learning. There are times when a teacher can't explain everything on the blackboard. With this initiative of using animation and visuals, the understanding of a subject will become clearer," Bakshi told the media.
