The financial services arm of construction and engineering major Larsen and Toubro (L&T) is planning to set up a commercial bank as part of its efforts to have a presence in the entire gamut of financial services in the country.
L&T Finance, which already holds 4.69 percent in City Union Bank, said here Thursday that there were related advantages of starting a bank especially to provide services to corporate partners.
Apart from L&T Finance, the group has floated another non-banking finance company (NBFC), L&T Infrastructure Finance, as well as incorporating a general insurance company, L&T General Insurance.
"Our long-term vision is to be present in the entire gamut of financial services including asset management, general and life insurance and bank. Our vision is to be a wholesome financial services player but no time frame has been fixed to achieve that," said Larsen and Toubro's executive vice president for financial services N. Sivaraman.
Various options will be looked at -- going alone, partnering another company or acquisition -- before a decision is taken, Sivaraman told reporters.
However, Larsen and Toubro's first expansion move in the financial services field will be in the general insurance sector through its investment arm L&T Capital Holdings.
"We don't find a need for a foreign partner for funds. For assessment of risks, it is actually based on local experience. A foreign partner brings in expertise in pricing of the risk. We can do that on our own," Sivaraman said.
According to him, though there are talks about the Indian general insurance sector moving towards consolidation, buying out the stakes of existing promoters did not enthuse Larsen and Toubro.
"The foreign promoters of Indian general insurance companies are here for the long run. Further, an existing company may come with a baggage which we do not want."
The non-life insurance company is expected to start business in 2010.
About floating a bank, Sivaraman said: "There are relative advantages of having an NBFC and a bank."
"There are two agendas for holding a stake in a bank. The first one is to have a share in the business. The second is the availability of banking services to our trade partners in opening letters of credit and other banking products."
The lending portfolio of Larsen and Toubro's two NBFCs at the end of last fiscal stood at around Rs.7,500 crore, which is expected to grow this year.
L&T Finance will also raise Rs.1,000 crore through issue of non-convertible debentures for business deployment.

Are Satyam employees set to join BoA?
About 250-300 employees at fraud-hit Satyam Computer Services are joining Bank of America, a newspaper said on Wednesday.
The employees were working on a Satyam project for Merrill Lynch, which was taken over by the US bank after it was hit by the subprime crisis last year, it said.
The project was not renewed by Merrill after Satyam was caught in country's biggest corporate scandal and the work of managing its database and providing infrastructure support would now be done in-house, the paper said.
The first of these employees will join Bank of America between April 2 and 8, it said, adding they have been given salary increases of around 10 per cent and joining bonuses.
A spokeswoman for Satyam said, "The report is speculative." An official at Bank of America-Merrill Lynch in India said she could not immediately comment.
Satyam, whose market value has slid to $505.6 million from $7 billion last May, is in the midst of a bidding process to find a new buyer. It plunged into a crisis in January after its founder quit as chairman revealing profits had been falsified for years.
Engineering conglomerate Larsen & Toubro and mid-sized outsourcer Tech Mahindra are among the suitors, and local media have said US private equity WL Ross & Co was also among the bidders.

Is IBM also in the race to buy Satyam?
Global IT giant IBM is learned to be leading the list of prospective buyers of beleaguered Satyam Computer Services. If the plan fructifies, IBM would become the largest IT services player in India with a combined employee strength of over 125,000 people.
According to sources close to the development, IBM officials has begun discussions with Satyam board and expressed its desire to acquire a majority stake in the company. Moreover, a team of investment bankers and lawyers from the U.S. and Europe has been brought in to assess the size of the deal and the risks associated with it. It is also believed that IBM has conducted an initial due diligence on some of Satyam's major customers.
Making easy entry for foreign players, Minister of Corporate Affairs P C Gupta had said a week ago that open bids would not be restricted to Indian players. IBM was named one of the hostile bidders for Satyam at the company's meeting in the last December. Apart from IBM, other prominent companies in the race are Larsen & Toubro (L&T), which owns 12 per cent in Satyam, and B K Modi-owned Spice group.
The government-nominated board is expected to invite bids for a 31 per cent stake in the company, but is likely to assure the successful bidder 51 per cent even if it fails to get the additional mandatory 20 per cent from the open offer.
Analysts foresee that if IBM can buy Satyam, that can give IBM the leverage to compete with Indian IT service providers as Satyam has a low-cost structure.

Now iGATE joins L&T, Essar, in expressesing Interest in Satyam
There seems to be light at the end of the tunnel for the fraud-ridden Satyam Computer Services. After Larsen & Toubro and Essar showed interest in buying whole or part of the Hyderabad-based IT major earlier this week, now IT major iGATE has also joined in.
The Bangalore-based iGATE Corporation, an integrated technology and operations (iTOPS) company, on Friday expressed interest in Satyam and also the board of iGATE has been meeting officials from the newly-formed board of Satyam.
Talking to CXOtoday, Phaneesh Murthy, Chief Executive Officer of iGATE, said, "We are interested in a dialogue with Satyam and currently are quite keen and comfortable to acquire selective portions of the business."
Asked about how he plans to raise the "moolah", he said the company is in touch with PE players who are ready to bring in the money.
iGATE Corp. is a Nasdaq listed company while the other entity, iGATE Global, was listed in National Stock Exchange (NSE) in Mumbai until January 2008, but de-listed from the Indian stock exchanges since.
Recently, the company announced its financial results for the fourth quarter and year ended Dec 31, 2008. Revenue for the year was $218.8 million compared to $201.7 million recorded last year. Net profit for the year increased to $29.3 million compared to $10.5 million last year. The company also added 27 new customers in 2008 showing their might in India.
Tarun Das, CII mentor and director on the Satyam board, has been saying that there were buyout offers from domestic and foreign companies, but without identifying any buyers. "Satyam has enormous fixed assets, human resource and technology assets. So, it is a very strong company. The board has not yet discussed the issue of looking for a buyer... But I have to truthfully say we have been approached by potential buyers," Das said.
Both L&T and Essar already have interest in Satyam. While L&T recently bought a little over 4 percent stake in the company, the engineering major is also into IT business through L&T Infotech. The Ruias-promoted Essar is also into IT-related business through its outsourcing firm, Aegis.
However, it is still not known where iGATE interest is. "We have to wait for the new board at Satyam to evaluate all strategic options and based on that evaluation set the direction for the company," said Murthy.

Ravi Uppal joins L&T Power as MD cum CEO
Ravi Uppal, till now head of global markets and member of group executive committee of engineering major ABB, has joined Larsen and Toubro as head of its power unit, L&T Power.
Mr Uppal has been appointed as managing director and chief executive officer of L&T Power, the Mumbai-based L&T said in a statement on Thursday.
"I am sure that Mr Uppal's presence will give further impetus to our thrust on the power sector," said L&T chairman AM Naik.
Mr Uppal is credited with the accelerated growth and turnaround of ABB's business in India and in the Asia Pacific region also, as its regional president, before taking up the role at the group level. He had earlier established Volvo's operations in India as its founding managing director and personally led the introduction of several new transportation concepts, including the highly successful intercity coaches of Volvo.
L&T, which has identified power as one of its thrust areas for the future, is making a major entry into generation and is set to become one of India's largest players in the supply of power island equipment including boilers, turbines, generators and related auxiliaries for super critical power plants rated to 1050 megawatts, said the L&T statement.
L&T has already set up joint ventures with Mitsubishi Heavy Industries for the manufacture of boilers and turbines. Advanced manufacturing facilities for these units are currently under construction. The company also has in place joint ventures with European and US majors for power plant engineering and auxiliary systems.
